Katuyuan sang ordinansa nga mapasiguro nga ang mga opisyal kag mga empleyado sang Iloilo Provincial Government (IPG), component city/municipal governments, national government agencies, government-owned and controlled corporations, state universities and colleges kag private offices kag establishments sa sakop sang territorial jurisdiction sang Province of Iloilo ang magpabilin nga drug-free agud nga tayuyon ang paghatag sang epektibo kag episyente nga mga serbisyo sa pumuluyo.
