ZERO OPEN DEFECATION GRADE 1 STATUS, NAAGOM NA SANG PROBINSYA SANG ILOILO


Gin-aprubahan unanimously sa 20th Regular Session sang mga katapo sang 14th Sangguniang Panlalawigan ng Iloilo ang resolution nga nagadeklarar nga naagom sang Probinsya sang Iloilo ang Zero Open Defecation (ZOD) Grade 1 Status.

Nahibaluan nga ang resolution nga may tigulo "RESOLUTION DECLARING THAT THE PROVINCE OF ILOILO HAS ACHIEVED ZERO OPEN DEFECATION (ZOD) GRADE 1 (G1) STATUS" gin-sponsor ni 1st District Board Member Marcelo Valentine Serag.

Santu sa Provincial Ordinance No. 2018-179 nga may tigulo "Zero Open Defecation (ZOD) Ordinance of the Province of Iloilo 2018", gintarget sang Probinsya sang Iloilo nga ang tanan nga barangay dapat madeklarar nga Zero Open Defecation sa sini nga tuig 2022.

Ang tanan nga  City/Municipal Health Officers/Chairpersons sang City/Municipal ZOD Verification & Certification Team nag-certify kag ginkompormehan sang City/Municipal Mayors sa tagsa nila ka mga LGU nga naagom nila ang Zero Open Defection Status kag madinalag-on nga nagkatuman sa DOH Administrative Order No. 2015-0021 kag lubos nga nakapasar sa tanan nga criteria nga gintalana sa guidelines sang DOH Zero Open Defecation Program.

Gin-certify sang ZOD Verification Team sang Probinsya sang Iloilo nga kutob sang Agosto 26, 2022, tanan nga barangay sa idalom sang component LGUs ang nadeklarar nga 100% Zero Open Defecation (ZOD) Areas.

Ang Iloilo Provincial Government, paagi sa Provincial Health Office, upod sa partner agencies kaangay sang UNICEF, World Bank-Water and Sanitation Program (WB-WSP) kag iban pa ang nag-updanay sa pagtrabaho sa pag-adbokasiya kag paghatag sang technical assistance sa iya mga component Local Government Units (LGUs) tuhoy sa ZOD Program implementation. Makalipas ang anum ka tuig (2016-2022) sanmg implementasyon, ang component LGUs upod sa ila tagsa ka mga barangay ang nagtuman sa criteria sa ZOD.

Nag-isyu ang Department of Health (DOH) sang Department Memorandum No. 2019-0054 sa paghatag sang guidelines tuhoy sa implementasyon sang Philippine Approach to Sustainable Sanitation (PhATSS).

Agud ang barangay, banwa, syudad ukon probinsya ang ma-certify gamit ang PhATSS Sanitation levels, ang komunidad dapat nakaagom sang mga nasaad sa criteria sa tion sang verification.

Ang criteria para sa Grade 1 (G1) nga Zero Open Defecation (ZOD) amo ang mga masunod:
(a) Open defecation is not practiced;
(b) 100% of households have access to sanitary toilets, either through individual
household facilities, shared toilets (provided a maximum of 3 households and not more than 15 individuals share one facility), or communal toilets (provided there is no space for household toilets);
(c) Availability of water and soap at or near the toilet in all household toilets;
(d) Proper disposal of excreta and/or diapers of children, elderly and persons with disabilities;
(e) Existence of a functional coordinating body in the LGU that addresses water,
sanitation, and hygiene (WASH) issues;
(f) Existence of a local ordinance and a functional ZOD monitoring team to sustain ZOD status; and,
(g) Presence of an approved action plan/operational plan and funding allocation to reach G2 status.
